As part of the bilateral collaboration between Indonesia and the Netherlands, it is the ambition to further investigate a tailormade approach for the Semarang region, with the possibility to replicate the findings to other areas on the North Java coast, building on the methodology of Water as Leverage and the past and ongoing activities under the bilateral collaboration. It is foreseen to focus the activities on the greater Semarang area, for which specific boundaries should be determined as part of the assignment, using the water system and its governance system as determining factors. The project described in this ToR is a direct collaboration of the Government of the Netherlands with the national government of Indonesia, particularly Bappenas and PUPR (Ministry of National Development Planning, Ministry of Public Works and Housing). The ambition of this specific assignment is to develop a Setting the Scene document:
- Investigating mutually shared objectives towards collaboration in the Semarang region, aiming at replication on the North Java coast, both among various institutional levels of GoI as well as between GoI and GoNL
- Lay groundwork by mapping relevant information on policy, socio-economic, technical, financial and institutional setup and developments, while at the same time making optimal use of existing knowledge and partnerships
- Advice on an appropriate working method for taking next steps.
