In 2018, The Netherlands Ministry Of Defence (NLMOD/we) executed a small and limited Concept Design & Experimentation (CD&E) experiment to establish where its shortcomings lie in terms of data analysis to establish a fully functional training data analysis capability. The outcome of this CD&E experiment was a recommendation to set up a larger CD&E program that would investigate different aspects of training data analysis and give recommendations on how to implement a persistent training data analysis capability, so we will learn how to ask the right questions, learn how to leverage training data for various purposes and teach our personnel how to use that data, for instance during after action review. This tender is that larger CD&E program. With this tender the Dutch MoD is enquiring for a two-year CD&E program. Requirements are out in the PoR, which will be available to the Candidates selected to advance to the Award Stage, along the line of a problem statement, research questions and general requirements for execution, including deliverables. The PoR also describes the desirable end state after conclusion of this research program.
